    The active theme could be set on the application level in app/configs/config.yml under the oro_layout.active_theme node. You can find additional information if you execute the app/console config:dump-reference OroLayoutBundle shell command.

    The theme identifier(key) in your case should be custom (the same as theme folder name).

    Also you can activate the custom theme in the system settings. Go to –
    Systems / Configuration / Commerce / Design / Theme and in the Theme Settings section choose theme Custom in select (uncheck Use default before).
